The Humanitarian Consequences of Sanctions: A Case Study of Syria

This Working Paper evaluates the humanitarian impact of sanctions in Syria. It finds that sanctions deteriorated conditions in areas such as economic growth, health and drugs, and food security.

Are sanctions effective in changing state behavior, or do they harm civilian populations more than repressive political regimes? Prior studies on sanctions have almost exclusively focused on the economic impact that sanctions have on target states, whilst few have considered the consequences that they have on humanitarian conditions. 

This GGI Working Paper uses the case of Syria to evaluate the impact of sanctions on humanitarian conditions. It finds evidence that humanitarian conditions deteriorated because of sanctions in areas including: economic growth, health and drugs, and food security.
